On small scale basis:

For small scale business of mask making there are various types instead of electrostatic fiber you may use clean cotton cloth, or tissue paper or cotton bags. Cut the fiber rectangular shape in  8 by 9 inch, make three folds and switch on both side by gaping 1.5 inch to adjust ribbon band.
